Notice of Referendum for Libraries

Notice is hereby given that a Referendum will be held in Dorchester County, South Carolina (the "County"), on November 5, 2019, for the purpose of submitting to all persons qualified to vote in the County, under the Constitution and laws of the State of South Carolina, the following question:

Shall Dorchester County, South Carolina be authorized to issue general obligation bonds in an amount not to exceed $30,000,000 for funding the acquisition of land and the design and construction of new library facilities in the Summerville, North Charleston and Ridgeville areas of Dorchester County?

Example of Millage Increase

If the Libraries Referendum passes by majority vote a millage increase of 2.2 mils would be added to property tax bills beginning tax year 2020.

A 2.2 millage increase would equate to the below dollar amounts per $100,000 of property value:

 Tax Percentage  2.2 Mil per $100,000
 4%  $8.80
 6%  $13.20

Note: Residential properties that are owner occupied are taxed at 4%. If you currently own and live at the property and it is being taxed at 6% please complete and submit the 4% legal residence application to the Dorchester County Assessor's Office.

All rental and business property is taxed at 6%.

Notice is hereby given that a Referendum will be held in Dorchester County, South Carolina (the "County"), on November 5, 2019, for the purpose of submitting to all persons qualified to vote in the County, under the Constitution and laws of the State of South Carolina, the following question:

Shall Dorchester County, South Carolina be authorized to issue general obligation bonds in an amount not to exceed $38,000,000 for funding the acquisition of land and the design and construction of parks and recreational facilities at various locations throughout the County, including the development of the Dorchester County Courthouse Park in St. George, the Ashley River Park, the Ashley River Park-Rosebrock Park-Swamp Fox Connector and the Pine Trace Natural Area in Summerville, and the development of hiking, biking and pedestrian trails and bridges, together with associated infrastructure, at various locations throughout the County?

Example of Millage Increase

If the Parks Referendum passes by majority vote a millage increase of 2.6 mils would be added to property tax bills beginning tax year 2020.

A 2.6 millage increase would equate to the below dollar amounts per $100,000 of property value:

 4%  $10.40
 6%  $15.60

If both the Parks and Libraries referendum questions pass by majority vote a millage increase of 4.8 mils would be added to property tax bills beginning tax year 2020.

A 4.8 millage increase would equate to the below dollar amounts per $100,000 of property value:

 4%  $19.20
 6%  $28.20
