Jessica D. Shuler, Director of Business Services

The Dorchester County Business Services Department is the consolidated authority for all Countywide Budget & Revenue, Financial, and Purchasing Services. The Director of Business Services oversees the three aforementioned areas as individual divisions in addition to providing top-level administration over the County's business license program. 

Budget & Revenue

The Budget & Revenue Division assists the County Administrator and Deputy Administrators in developing the County's annual operating and capital budgets.

Business License

As regulated by state and county ordinances, the Business License office is responsible for processing Business License applications, renewals, and appeals within the unincorporated areas of Dorchester County.

Financial Services

The Financial Services Division is responsible for the Financial Management of Dorchester County. This includes working with the annual audit, establishing and maintaining controls over all financial activities, providing information to departments and the public, processing accounts payable on a weekly basis, payroll on a biweekly basis and various other duties as necessary.

Purchasing Services

The Purchasing Services Division is the central buying authority responsible for the procurement of equipment, supplies, and services. The Purchasing Department is solely responsible for issuing Invitations for Bids (IFB's), Requests for Proposals (RFP's), and Request for Qualifications (RFQ's).
