Level of Readiness Descriptions

Dorchester County EMD maintains levels of operation to describe preparation and response to disasters. OPCON 5 is the lowest level and OPCON 1 is the highest level. 

OPCON 5

Emergency Operating Condition 5 - normal operations

Normal operations include regular training, exercises, and preparedness activities. The County Emergency Operations Center is not activated. 

 

 


OPCON 4

Emergency Operating Condition 4 - possible threat

There is the possibility of an emergency or disaster situation occurring. The County Emergency Operations Center may be partially or fully activated depending upon the status of the threat.

 

 


OPCON 3

Emergency Operating Condition 3 - significant threatA disaster or emergency situation is likely. The Dorchester County Emergency Operations Center and Emergency Operations Plan may be partially or fully activated. 

 


OPCON 2

Emergency Operating Condition 2 - imminent threatA disaster or emergency situation is imminent. The Dorchester County Emergency Operations Center and Emergency Operations Plan is fully activated. 

 


OPCON 1

Emergency Operating Condition 1 - ongoing emergencyA major disaster or emergency situation is ongoing. The Dorchester County Emergency Operations Center is fully activated and the County is in its highest response level.
