Accommodation Tax Advisory Committee
County Council adopted Ordinance 97-10 on March 17, 1997, creating a Dorchester County Accommodations Tax Advisory Committee. The ordinance was amended on September 21, 2020, with the adoption of Ordinance 20-13. This Committee advises Dorchester County Council on the expenditure of monies received by Dorchester County from the State of South Carolina through the Accommodations Tax.
The Committee makes recommendations for the appropriate expenditure of these monies to County Council. This written report is provided to County Council by October 1 of each year to cover estimated and/or actual revenues and proposed expenditures for the prior fiscal year monies. Aeronautics Board
Dorchester County Council adopted Ordinance 86-05 on August 6, 1986, creating a Dorchester County Aeronautics Board. Each Council member appoints one member of the Board who must reside in Dorchester County. The terms of the Board members coincide with that of the County Council District Representative.

Alcohol and Drug Commission
The Dorchester Alcohol and Drug Commission is the county authority in the prevention and treatment of substance abuse and related disorders, and we are committed to providing each client with superior substance abuse and mental health services. The Commission is home to Dorchester Counseling Services, which specializes in outpatient therapy for individuals, couples and families.

Board of Assessment Appeals
Dorchester County Council adopted Ordinance 79-04 on April 3, 1979, creating The Board of Assessment Appeals. The Board consists of seven members, one from each of the seven Council Districts, appointed by Council. The terms of the Board members coincide with that of the Council member from the District which the Board member represents. The Board hears appeals of property owners concerning the valuation, assessment and taxation of property. The Board may be convened by the action of the Assessor, the Chairman or any property owner who wishes to make an appeal.

County Transportation Committee
Dorchester County Council adopted Ordinance 98-15 on August 17, 1998, creating the Dorchester County Transportation Committee (CTC). The Committee is composed of seven members, appointed by a majority vote of County Council, with one member from each of the seven Council Districts. The term of each Committee member coincides with the term of the Council member from the District they represent.

Economic Development Corporation
Dorchester County Council adopted Ordinance Number 79-23 on December 17, 1979, creating the Dorchester County Industrial Planning Board, which was renamed the Economic Development Corporation upon adoption of Ordinance Number 97-17 on May 5, 1997. The Economic Development Board was dissolved in 2016, and its responsibilities were taken over by a newly formed 501c3 corporation called the Dorchester County Economic Development Corporation.

Foster Care Review Board
This Board is appointed by the Governor with recommendation by Dorchester County Council for four-year terms. If you wish to be recommended by Council, please complete an application and a consent form and mail them to Dorchester County, 500 N. Main Street, Suite 2, Summerville, SC 29483. Council will review your application and vote on a recommendation to the Governor. Note: In order to maintain independent oversight of cases reviewed, as of September 1, 2011, a Foster Parent with an active foster care license or a volunteer Guardian ad Litem does not qualify for service on a local Foster Care Review Board.

Grievance Committee
Dorchester County Council created a Grievance Procedure to apply to all County employees. The Grievance Committee is composed of seven employees who serve three-year terms with approximately one third of the terms set to expire each year. Any member may be reappointed for succeeding terms at the discretion of County Council. The Committee annually selects its own Chairman from among its members.|

Library Board of Trustees
Dorchester County Council adopted Ordinance 79-03 on April 2, 1979, creating a Library System, including a Library Board. The Ordinance was amended with the adoption of Ordinance 95-11 on December 11, 1995. The Board consists of seven members who serve four-year terms. Procurement Appeals Board
Dorchester County Council adopted Ordinance 83-05 on March 21, 1983, establishing a procedure for purchasing and procurement, including the creation of a Procurement Appeals Board. It was amended by Ordinance 97-13 on April 7, 1997. Members serve four-year terms with each member of County Council responsible for making one appointment.|

Seniors Inc. Board of Directors
On November 19, 1979, Dorchester County Council voted to create a Board to take over the operation of the County Senior Citizens program. Each Council member appoints one individual from his/her District to the Seniors, Inc., Board of Directors.
