At the Monday, March 16 County Council Meeting, Council unanimously approved waiving convenience fees for certain online transactions through Tuesday, Tuesday, March 31, 2020. The waiver has been extended through Monday, April 6.

The waiver includes convenience fees for the following online payments/services:

  • Property Taxes
  • Dorchester County Water & Sewer transactions
  • Building Permits
  • Permit Reviews
  • Encroachment Permits
  • EMS Bills
  • Business Licenses
  • Hospitality Tax Payments

Online payments for traffic citations and all other associate court fees and programs are provided on a state level. Dorchester County Council cannot waive those fees.


Hospitality Tax

Dorchester County hospitality tax reporting and payments due between April 1 and June 1 have been postponed and will be due by June 1, 2020 with no penalties or interest.

This does not include the February 2020 reporting, which was due on March 20. Please note all convenience fees for online payments have been waived thru May 31, 2020.

Register of Deeds

At the direction of the County Administrator and in the interest of public health, the Dorchester County Register of Deeds (ROD) office is closed to the public, until further notice. We realize that the impacts of this closure are far reaching. The ROD office encourages submitters to continue to submit documents via E-File and by US mail. The ROD office is not accepting personal delivery of documents.

The following is a list of Dorchester County’s current E File vendors. Real Estate closing professionals are encouraged to contact any of the vendors listed below to establish an account so that E-filing is possible.

Building Permits and Inspections

For the safety of the citizens of Dorchester County as well as staff, Dorchester County encourages the use of the County’s online Permitting, Inspection and Licensing Portal. This portal can be accessed on this website. Once you have created an account, you will be able to submit for permits, request inspections and pay fees through the Evolve Portal. The 2.6% convenience fee will be waived as soon as possible and will remain waived through Tuesday, March 31, 2020.

In the event that Dorchester County Building Services cannot fulfill inspection requests during this National Pandemic, the Dorchester County Chief Building Official will allow for inspections to be conducted by properly licensed SC Engineers as well as by properly certified 3rd Party Inspection Companies. 

Additionally, the County will expect photographs and reports of all inspections and the schedule of inspections to be followed. If inspections are missed, the project will be put on hold until such time as Dorchester County can verify compliance. Before contracting with another agency or engineer, the Building Services Department must be contacted for approval by contacting Melissa Hopkins at mhopkins@dorchestercountysc.gov or Jamie Collins at jcollins@dorchestercountysc.gov.

Certificates of Occupancy will be generated as soon as possible, but there may be a delay in receiving them.  Also, we will do our best to call in electrical and gas releases when notified.
