In the spring of 2008, the owners of the Winding Woods site met with Dorchester County Economic Development (DCED) to discuss their property. Partners, Thomas Calcote and Barry Stephens were ready to see something happen at the site in rural St. George. After a tour of the property, DCED realized the potential that this site would have as a future developed industrial park in the St. George area. Funds were secured from the SC Power Team and Santee Cooper to have the site Certified through the SC Department of Commerce’s Site Certification Program. The site was certified in February 2009 and was the first Certified Site in the Tri-County Area.


The year of 2012 marked the official ground breaking of Winding Woods Commerce Park by Dorchester County. County officials worked to secure water, sewer, and reclaim water with a $3.6 million investment. $1 million was provided by the Upper Dorchester County Economic Development Fund to contribute to the infrastructure investments. Matching funds included $2.1 million from Santee Cooper, in addition to water and sewer impact fees. The water extension was completed summer of 2015. 


In 2015, with the assistance of funding from Senator John Matthews and Representative Patsy Knight, Dorchester County Council passed the request to purchase 3 lots to construct a series of speculative buildings. One of those was at Winding Woods.

In October 2016, a design/build contract was awarded to the team of MB Kahn and LTC Architects to build a 100,000 SF speculative building.  The $4 million building is being built with a loan from Santee Cooper sponsored by Edisto Electric Cooperative. 

Carolina Commercial, LLC along with Newmark Grubb Knight Frank, one of the world’s leading commercial real estate advisory firms, will be the broker for the Winding Woods spec. building.

Community Impact

Winding Woods Commerce Park encompasses over 1,300 acres with prime intermodal access by US Highway 78 and rail. The construction of a speculative building at Winding Woods Commerce Park is monumental for St. George. Part of the western portion of Dorchester County with more rural attributes, the need for jobs and investment is a significant priority to the community. 



Speculative Buildings are proven economic development tools in South Carolina that will bring additional prospects to the community and increase exposure for the commerce park in its entirety.  In addition to the anticipation of jobs and investment, the industrial park also brings more advanced infrastructure by the securing of water, sewer, and reclaim water at the site.  



The building will be a catalyst for attracting industry to the area and promoting the county’s proximity to the intersection of two major interstates: I-95 and I-26. What makes this project even more pivotal is the involvement of the community in supporting it and making the spec building a reality. Several partners including Santee Cooper, Edisto Electric, and our local legislative delegation played a role in assisting in the financing of the building. The Winding Woods speculative building completion is set for Summer 2017.
