Dorchester County Water & Sewer requires new developments within our service area to comply with high standards to ensure the quality of the water distribution and wastewater collection systems. The standards are established by the Minimum Standards for the Design and Construction  and the Water and Sewer Ordinance. The Minimum Standards document includes the technical and permitting requirements of new water distribution and sanitary sewer extensions. They were designed to comply with the South Carolina Department of Health and Environmental Control’s State Primary Drinking Water Regulation and Standards for Wastewater Facility Construction. The Ordinance includes the County’s legal, administrative and financial requirements of new developments and existing customers.

The submission of new plans is reviewed and approved according to the guidelines stated above. The Department receives plans directly through developers as well as from the Dorchester County Codes/Planning Department.  A summary of the typical requirements can be found in the Water and Sewer Department’s Development Guide.  Approval of submitted plans may require the payment of impact and connection fees. An outline of the fees can be found by clicking here. A letter of availability will not be issued until service is approved by the Water & Sewer Committee.

To establish a new water and/or sewer connection, you need to complete the Service Availability form. Please make sure the form is filled out completely to avoid any delays in processing. Once we receive the completed form, field personnel will be dispatched to determine if a tap is available at the location requested. The field personnel will complete this within 3 - 4 working days. If no tap is available, the request will be forwarded to our Engineering Department for presentation to the County Council. County Council will review the proposal for approval before the installation of a new service tap.

Forms can be returned to the Department by:
1. Email to waterandsewer@dorchestercountysc.gov
2. Mail to 235 Deming Way, Summerville SC 29483
3. Fax to 843-563-0347 or 843-832-0347
